Admins will be tested becuase we had a bad resault from mark_pole so we should test admins before promoting them so we know if there are good or not and trustworthy.

The test will be a 3-4 day trial on a certian level to who ever applied and will be moniterd by a higher level admin to see if he is worthy or not.
